description: The area of modern-day Enterprise, originally settled to manage the herds of St. George residents, underwent several organizational changes in its early years. By 1864, it was an independent branch, once called Moroni Springs (the location of the Pulsipher Ranch at the head of Shoal Creek Valley), but usually called the Shoal Creek Branch. In 1866, it was decided to create a single regional ward of all of the northern area (similar to ones in the Muddy Valley and in the Panaca area); it is not completely clear, but there is some evidence that the individual settlements may have had dependent branches of this ward. In July 1867, independent wards are created in Pine Valley and Pinto, but it is not stated what happened to Shoal Creek until 1869, when the Hebron Ward is organized, including Clover Valley to the West.
